Dr. Mohammed Ziad Al-Agouz From Beirut Airport to the State of Dubai To follow his usual personal activity, the Lebanese General Security Service detained Dr. Al-Agouz and handed him over to the Military Intelligence Directorate of the Lebanese Army at the airport in accordance with the so-called " An illegal administrative security contact document exists against him.

Background on "Contact Documents"
The "contact documents" issued by the "Lebanese Army Intelligence Directorate" and the "regulations of subordination" issued by the "Lebanese General Security", are legally invalid, the Lebanese cabinet, headed by Mr. Tammam Salam, had previously issued in July 2014 a decision to cancel it and terminate it as illegal.

Moreover, the "contact documents and regulations of subordination" are not based on a legal basis in force, because they are not issued by a judicial authority, and many of them have been arbitrarily detained, and these documents have no legal value, However, they are sometimes used for retaliatory and personal purposes by those working in these agencies (military intelligence and public security). It is sufficient, according to their "security thinking," to summon anyone to interrogate and detain their freedom, and even arrest and subject them to psychological torture it may sometimes be physically tortured and then referred to the Military Court with any "charges" attached to him, without any evidence or legal attribution that criminalizes the detainee arbitrarily, and despite the illegality of these "documents", arbitrary arrests and enforced disappearances are still carried out, and the detention of freedoms under it, and this is clear evidence of its use as a political paper and revenge, this is an unacceptable situation that should be stopped by government authorities in Lebanon.

Background on “Political Activist Dr. Al-Agouz”
Mohammed Ziad Al-Agouz, born in Beirut in 1965, he is a specialist in dentistry, in addition to being chairman of the leadership of the “Free Nasserite Movement “It is a Lebanese legal and political association licensed under Lebanese law by virtue of science and news (No. 101 | AD 2007) issued by the Ministry of Interior and Lebanese Municipalities, he is also an opponent of racist and terrorist movements and parties in Lebanon. He is also a human rights defender and a member of the Arab-European Center for Human Rights, the supreme head of the relief and emergency sector of the Lebanese Arab Crescent (a humanitarian charity).

Information and position of the Observatory on the detention and disappearance of "activist Dr. Agouz"

The "International Observatory for Documentation of Human Rights Violations, deplores and condemns in the strongest terms the detention of political activist and human rights defender Dr. Mohammed Ziad Al-Agouz, since 13/9/2019, without charge or legal support, the Observatory believes that it is an attempt to impede its legitimate and peaceful work, which is at the heart of “freedom of opinion and expression”, which is an integral part of the Universal Declaration of Human Rights, which the official Lebanese authorities praise.

The “Observatory” believes that his detention in this shameful manner aims to silence his demand for social justice and necessary reforms and to stop the hostilities practiced by some "racist and" terrorist "groups launched from the Lebanese territory against other peoples and countries.

According to the “Observatory”, Dr. Al-Agouz was subjected to ill-treatment and intimidation at the Lebanese Ministry of Defense, known for its cellars of torture inside the Army Intelligence Directorate, where he was placed in solitary confinement. With this in mind, we are afraid that Dr. Al-Agouz is physically tortured, according to information about his "forcible subjugation" to open his "e-mail" and "social media", where he was "documented" his appearance "online" on his application "WhatsApp" while he was in the detention center.

Once again, the “Observatory” expresses grave concern at the widespread use of some politicized Lebanese "security services" for illegal mechanisms to target dissidents and human rights defenders, and urges The " International Observatory for Documentation of Human Rights Violations” on:

1. Releasing political activist and human rights defender Dr. Mohammed Ziad Al-Agouz and dropping any charges against him without legal basis immediately and unconditionally, he was targeted only for his peaceful and legitimate work in the field of human rights, "Freedom of Opinion and Expression", Article 2 of the Universal Declaration of Human Rights states: “Everyone shall have the right to enjoy all the rights and freedoms set forth herein, without distinction, such as discrimination based on race, color, sex, language, religion, political or other opinion, national or social origin, wealth, birth or other status, without distinction between men and women. Furthermore, there shall be no discrimination on the basis of the political, legal or international status of a country or the place of origin of the individual, whether this country or region is independent, under guardianship, non-self-governing, or sovereignty subject to any restrictions).
2. Guarantee and in all circumstances the ability of Dr. Muhammad Ziad Al-Agouz and his associates in the peaceful political association (mentioned above) officially registered in Lebanon, to carry out their legitimate work in "freedom of opinion and expression", without fear of reprisals and without any restrictions and including politicized judicial and security harassment.
3. To the official Lebanese authorities (Presidency + Council of Ministers + Parliament) reminds you of the " International Observatory for Documentation of Human Rights Violations "to pay particular attention to the fundamental rights and freedoms guaranteed in the United Nations Declaration on the Right and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect Internationally Recognized Human Rights and Fundamental Freedoms, adopted by the UN General Assembly on 9 December 1998, it recognizes the legitimacy of the activities of human rights defenders, their right to freedom of association and to carry out their activities without fear of reprisals.
4. We draw your attention (Presidency + Council of Ministers + Council of Representatives) and in particular to paragraph (c) of Article 6, which states:

Everyone has the right, individually and in association with others, to:

- Studying, discussing, forming and embracing opinions on the observance of all human rights and fundamental freedoms both in the field of law and in application, and drawing public attention to these matters by these and other appropriate means.

Article 12, paragraph 2, provides that:
- The State shall take all necessary measures to ensure that every person is protected by his or her competent authorities, individually and in association with others, from any violence, threats, reprisals, discrimination that is actually harmful, lawful, or pressure, or any other arbitrary action as a result of its legitimate exercise or exercise of the rights referred to in this Declaration.

The International Observatory for Documentation of Human Rights Violations also calls on:
1. Fellows in human rights organizations in Lebanon condemn and deplore the detention of Dr. Mohammed Ziad al-Agouz and called on the Lebanese authorities to release him immediately and unconditionally.
2. Urge the security, military and political authorities in Lebanon to immediately stop targeting political activists, journalists and human rights defenders.
3. Request the Office of the High Commissioner for Human Rights in Lebanon to intervene immediately and press the Lebanese government to initiate transparent investigations that reveal all the circumstances of the arrest of the activist, Dr. Mohammed Ziad Al-Agouz, and to ascertain the information on his torture and other ill-treatment, including prolonged and indefinite solitary confinement. Which may amount to torture or other cruel, inhuman or degrading treatment or punishment.
