Yemen: The international community must act urgently to hold accountable terrorist groups that take civilians as human shields and those who support them in Yemen

The International Observatory to Monitor and Document Human Rights Violations is gravely concerned about the field realities of terrorist armed groups using unarmed civilians, especially children and women, as human shields against the military forces of the so-called Arab Coalition to Support Legitimacy in Yemen. This reaffirms the disregard for the lives of innocent people by those armed terrorist groups.

The field activists confirmed that the terrorist groups known as Houthis use security zones, schools, hospitals and kindergartens as points of concentration of their armed elements, and sometimes rockets are fired from those areas towards Saudi and Emirati lands adjacent to Yemen in order to intimidate the security civilians there.

According to reports received by the Observatory, the Iranian-backed Huthis group is holding some children and women inside cages and closed structures and is working to place them in the launching sites of the rockets, in order to target them by the "coalition" aircraft, which is normally responding to the source of the rockets. In the occurrence of innocent victims, This tactic of terrorist groups aims to involve the coalition forces in targeting civilians in order to incite international public opinion on the activities of the coalition in the fight against organized terrorism practiced by the armed groups through the gross violations of human rights and practiced by the arrests, torture and exploitation of children in time the war, through physical assassinations and field executions, and the detention of civilians and the firing of ballistic missiles, "Iranian origin", which is contrary to international laws and charters and international legitimacy and escalates war crimes and crimes against humanity.

The information provided to the "Observatory" also confirmed that civilians were killed and wounded, almost daily, by indiscriminate rockets fired by the "Houthis" on residential neighborhoods under the control of the legitimate government of President Abed Rabbo Mansour Hadi in several Yemeni cities.

The Observatory expresses its deep concern about the activities of terrorist armed groups in Yemen, which have direct military and logistical support from the regime in Iran. The Observatory calls:

- The international community, the General Assembly of the United Nations and the Security and Human Rights Council to the United Nations to take urgent action to hold accountable the terrorist groups that use civilians as human shields and those who support them in Yemen and those who fight them, especially the foreign military militias, including the Lebanese Hezbollah organization, taking into consideration the Iranian role, which bears the primary responsibility for the continuation of the war in Yemen and fueling the bloody conflict in Yemen and the Middle East, in addition to Iran's continued support for terrorist groups, including the Houthis, which is known by irrefutable evidence to the international community, it has been proved in the report of the Panel of Experts of the Security Council Sanctions Committee established under paragraph (19) of Security Council resolution (2140) (2014).

- The need to move through a unified international mechanism from the international community and the contracting states to the Geneva Conventions to stop the activities of the terrorist groups known as the Huthis, which are supported logistically and financially by Iran and to stop the ballistic missiles fired on civilians in the Kingdom of Saudi Arabia and the United Arab Emirates in large numbers targeting civilians and the threat of international peace and security, and consider Iran officially a state sponsor of international terrorism because of its involvement in supporting terrorist groups in more than one country in the Middle East and the world.

- Calling on the countries of the "Coalition to Support Legitimacy in Yemen", headed by the Kingdom of Saudi Arabia, to document the grave human rights violations committed by terrorist armed groups in Yemen and to provide credible human rights organizations with documentation with the aim of making a formal and legal complaint before the International Criminal Court (ICC) against those groups and those who support them in targeting innocent people and threatening international security.

- Calling on the Prosecutor of the International Criminal Court (ICC), Ms. Fatou Bensouda, to use her powers under the Rome Statute to initiate urgent and credible investigations into the crimes committed by terrorist armed groups (Houthis - Hezbollah - al-Qa'ida) in Yemen and their responsibility for the number of innocent civilian casualties And their use of violence against humanity in Yemen.

In light of the above, the Observatory, in cooperation with its credible human rights and media organizations, will organize seminars in several countries aimed at putting international public opinion on the reality of dangerous and serious violations of human rights in Yemen, including the use of children, women and civilians as human shields and to cause humanitarian disasters that cannot be tolerated anymore.

The use of civilians as human shields is a war crime in accordance with international humanitarian law and a serious violation of the right to life and liberty in accordance with the Universal Declaration of Human Rights. Armed groups bear international criminal responsibility for their actions and the actions of their members.
